Why the bill always arrives in spring
A freeze cracks a pipe in January. Nothing happens. The system is depressurised, the ground is cold, and there is no water moving through it to reveal the failure.
The damage surfaces at start-up, when the supply is reopened and every crack becomes a leak at once. That timing is the expensive part. You are now competing for the same technicians every other unwinterized property in James City and York County is calling, in the narrow window when everyone wants their system running, and the work is excavation rather than maintenance.
Winterization moves that work from April, under pressure, to October, on a schedule.
What each failure actually involves
Freeze damage is not one repair. It is a category of repairs, ordered here by what they cost to put right.
- Backflow preventer. The body cracks because the water inside is sealed between two closed shutoffs. Replacement is the assembly itself plus, frequently, supply-side rework - consistently the most expensive single-component freeze loss in Virginia.
- Lateral pipe. Cracks from the inside at low points and fittings. The part is trivial; the excavation is not, and in sandy Williamsburg-area soil the failure can occur at shallower depth than expected.
- Solenoid valves. A split body means digging the valve box out and replacing the valve, not swapping a diaphragm. Multiple valve failures in one season are common after a hard freeze on an unprotected system.
- Heads and risers. Individually cheap, collectively not, and the riser-to-lateral connection often fails with the head, which turns a parts swap into a dig.
- Wiring and controller outputs. Ice expansion in a valve box stresses buried splices. Ground faults are the slowest failures to diagnose because the symptom is intermittent.

Why Tidewater does not get an exemption
The Williamsburg area is genuinely milder than the Piedmont - the Chesapeake, the York, and the James all moderate it. The area still records overnight lows in the 20s routinely and hard freezes into the teens several times a decade.
Two local factors work against the mildness. Sandy coastal plain soil drains fast, which is a virtue in a storm and a liability in a cold snap: loose, fast-draining soil loses temperature faster than clay, so buried pipe reaches freezing sooner and at shallower depth. And many neighborhoods built out around the historic district in the 1970s and 1980s still run original systems on narrower laterals with less tolerance for both freezing and careless blowout pressure.
The damage mechanism is binary. Either the water is out of the pipe or it is not, and mild winters do not change that.
What the visit covers
A Heritage irrigation blowout is a fixed sequence: system and backflow review, controller and supply setup, zone-by-zone compressed air purge with multiple passes per zone, backflow shutdown and drain with every test cock opened, controller winter configuration, and documented component conditions before the crew leaves.
Two details are worth insisting on with any provider. Air pressure calibrated to the pipe actually installed, because over-pressurising an aging narrow lateral does its own damage. And multiple passes per zone, because a single sweep moves the water without expelling it.

Seasonal and unoccupied properties
Vacation and seasonal properties are the worst case, not the easy one. On an occupied house someone notices a wet patch, an odd water bill, or a zone that will not run. On an empty one, nothing is noticed until somebody visits.
Schedule these earlier in the fall rather than later, and ask for the condition documentation in writing - on a property you see twice a year, the service record is the only continuity you have on the system's condition.
The same logic applies to well-fed systems: the zone purge is unchanged, but the pump, pressure tank, and supply line need their own attention, so mention the well when booking.
