However, there are some conditions. This option is only available to taxpayers in difficult economic circumstances who do not have the financial resources necessary to fully pay their federal tax debt. An OIC is a strict requirement. This means that not all taxpayers who owe thousands to the IRS are eligible for the program. If you have a tax relief company certified, your chances of getting an Offer in Compromise are greatly increased. There are many options available to you, even if your past mistakes have been made. The County of San Diego Office of the Public Defender can help you get a Fresh Start by reducing your felony convictions and misdemeanors, dismissing/expunging criminal records, or getting Certificates of Rehabilitation.

Submitting an offer to the IRS is a formal process -- you can't simply call the IRS and say "Let's make a deal." You start by completing IRS Form 656, Offer in Compromise. There is a $186 application fee for filing an OIC, which you must attach to Form 656. You might be exempt from the fee if your monthly income is below the poverty guidelines. If you claim the poverty guideline exemption, you must submit an Application Fee Worksheet from the Form 656 booklet.
