The IRS Fresh Start Initiative Program is designed to help taxpayers who owe the IRS repay their taxes and avoid tax lien through a variety of payment plans. The IRS offers many tax debt relief options. Program changes focused primarily on tax liens, installment agreements and offers in compromise. These are not collectible charges.
Emergency tax or fee relief is available from the California Department of Tax and Fee Administration (CDTFA) for taxpayers who have been directly affected by disasters declared as state of emergencies, both within California and nationally. Available services may include the extension of tax return due dates, relief of penalty and interest, or replacement copies of records lost due to disasters.
More bad news is that the IRS will not allow you to count private school expenses as charitable contributions or voluntary retirement contributions.

When the amount you offer is the highest we can expect to collect in a reasonable amount of time, we will generally accept an offer in compromise. People who receive payments by direct deposit got their first payment on July 15, 2021. After that, payments continue to go out on the 15th of every month. (In August the payment went out on August 13th since the 15th falls on a weekend.) If you haven’t provided the IRS with your bank account information on a recent tax return, a check will be sent out to you around the same time to the address the IRS has for you.

Expect payment delays until late January 2022 for Form 7200, Advance Payment of Employer Credits. There are alternatives for people who can’t pay their tax bill and don’t qualify for, or can’t use, the OIC option. Collection alternatives include currently not collectible (CNC) status and installment agreements, including the partial-pay installment agreement. CNC status means that you have no monthly disposable income to pay the IRS. The partial-pay installment agreement allows you to pay the IRS monthly, but your overall payment won’t cover your total tax bill before the collection statute expires.
Additionally, the IRS is taking additional steps to assist taxpayers who have already paid these penalty. Nearly 1.6million taxpayers will automatically be eligible for more than $1.2 Billion in credits and refunds. Many of these payments should be completed by September.
We get it. This Fresh Start Program seems too good a deal! The good news about the IRS program? It is 100% legal.
You can make monthly payments if you're willing to do so over the term of the plan. Your first payment should correspond with your monthly budget. This payment should only be made once per month, unless you are notified otherwise by IRS. After you receive your offer, continue making monthly payments until your balance is paid. After the offer has been accepted, this process should take less time than 24 months.
