Before registering, the applicant must sign the Academic Fresh Start Agreement with the college admissions department. This agreement confirms the applicant's decision to enroll under the academic fresh start statute. The applicant may not be eligible for course credit from courses taken at any college or university in the 10 years preceding enrollment if they apply under this statute.
To help struggling taxpayers affected by the COVID-19 pandemic, the IRS issued Notice 2022-36PDF, which provides penalty relief to most people and businesses who file certain 2019 or 2020 returns late. You will be able to choose the type of Fresh Start program that suits your needs based on the extent of your financial hardship. The IRS has guidelines that define what constitutes a "financial hardship", but you as the taxpayer or the tax relief agency hired to represent you have full responsibility for proving the hardship.
To highlight your special circumstances, you can send a letter to your Collection Information statement (Form 432-A). This will help you get attention from IRS. Although the letter does not need to be lengthy or formal, it should contain only one or two pages that tell your story. Attach medical records and letters from doctors detailing your condition. You can also explain the condition in your own words if your medical records don't show its full extent.

The best evidence to support the strict IRS Fresh Start Program requirements is documentation. Documentation you will need to include, but is not limited, doctor/medical reports, fire department reports and insurance claims. You also need student loan statements, student loan statements and death certificates from family members. A letter explaining your personal circumstances and the reasons you cannot pay your tax debt should be included with your Form 843. To be eligible for tax relief under the Fresh Start Program, all missing or unfiled tax returns must be filed. Your estimated tax payments must also be current and your withholdings must be accurate. All filings from the past six months must also be correct or current. Contacting a professional tax relief firm is the best way to avoid your request being denied. A tax relief company can assist you in filing a letter of appeal even if your request is denied by the IRS.
WASHINGTON -- A number of changes were announced today by the Internal Revenue Service to make it easier for struggling taxpayers who are impacted COVID-19 to settle their tax debts.
If an applicant chooses to use the Academic Fresh Start Program, they must satisfy all LSC admission and re-admission requirements. Official transcripts must also be submitted from all colleges and universities attended before the Academic Fresh Start is granted. These courses may not count towards a degree, cannot be used in academic standing calculations, or may not count in the GPA calculation.
